VRS scheme is usually floating for all employees. But majority organizations are targeting the specific employees - non performer, medically unfit etc. to avail the scheme. Unions if any, they are also supporting the process for shake of betterment of the organization.
VRS scheme should be as per guide line already provided by Income tax authority and there is a clause not to fulfill the position immediately. Please check the guideline and act accordingly.

VRS can be offered to any of the employees. As the name denotes VRS has to be voluntarily opted by the employees. On medical grounds it can be VRS or premature retirement. Though there is no ban on making recruitment for the posts of VRS optees, but VRS is offered normally to redundant post holders.

As it is highlighted by the other Colleagues, when you target certain pocket of employees in any VRS, it may be construed as Forced Retrenchment instead of Voluntary Retirement Scheme. Hence frame a clear guidelines mentioning the age criteria, level, balance years of service, completed year of service and all such criteria which you envisage. You may exclude certain type of employees from the applicability of VRS. You need to follow the IT guidelines on this and align the Trade Union / Labour Authorities prior to introducing such VRS. You may ensure that good talents are not going out but those who are not productive are using the opportunity and using the way out through VRS which is more of Tactful Management Practice which needs to be done with lot of sensitivity and handled very smoothly as a WIN-WIN strategy for both Management as well as Employees.
