What is confusing about that page is that it is not referring to monthly salary but 6-monthly salary.
Therefore anyone getting less than ₹ 21,000 per 6 months (₹ 3,500) is exempt
and the slabs then go upwards
So an employee with salary of ₹ 18,000 per month will be in the highest slab (which is actually 1,250 per 6 month now, not what is on the site). You need to pay every 6 months, but you may deduct every month if you wish. Remember that if someone leaves, you will need to pay for him also, though he does not get salary in that month when the payment is due.
