Dear all, In my factory, a new material lift has been erected. Does material lift required any license and comes any legal legislation?

Dear Manish Baba,

The vehicles are divided into two categories, passenger vehicles and cargo vehicles. Either type of vehicle needs registration in the RTO office. The elevators are no different from the vehicles.

While the vehicles are registered in the RTO office, the elevators are registered in the office of Dyputy Chief Electrical Inspectorate. Therefore, please make an enquiry in this office of your city.

Dear Colleague,

As far as the Passenger Lifts are concerned, it has to be provided a Registration and License by the Electrical Inspectorate as rightly guided by our Colleague. You may check with your Head of Electrical and then meet the Electrical Inspectorate.

In case of only material lifting and at no instance, persons will be using it, then the Machinery Lay Out of the Factory Approval has to be obtained from the Directorate of Industrial Safety and Health as per the Factories Rules showing the Machinery Lay Out including the Lifts. You may consult the Asst Director or Dy Director of Industrial Safety and Health or the Dy Chief Inspector of Factories as the case may be who is having jurisdiction for your factory.

No license is required for operating dumb waiter or car lift or so called cargo lift in case no passenger travels along with goods/car, otherwise it falls in the category of passenger lift.

Passenger lifts are governed by Lift Rules Bombay and require license every six months, though generally license is obtained only once a year.
