Right to Disconnect after Office Hours is a concept emerging in many countries. Recently Portugal Government Passed a Labour Law in the Parliament stating that the Employer can not text/ call in mobile etc after office hours. Further, if the employee is working from home the additional expenses like Electricity, Gas etc has to be taken care by employer. This is a new concept which bodies like ILO should look into to further debate and deliberate/ implement as a treaty.

The working beyond office hours has been there since long (it used to be said that żou are on 24 hours duty') but it became more widespread and menacing (if I am permitted to mention so) in the pandemic phase. Seamless work beyond the shift hours has become the norm rather than exception these days. It is taking a heavy toll on the employees as the demand on employees time has increased. Though the travel time is saved but the mental stress and strain in seamless working is adding immense pressure on the employee and the relationship with family members and the wider society. Due to covid restrictions, travel is confined to the home and immediate environs, the opportunities and avenues of social recreation are very limited and there is a lurking fear of the pandemic even if one ventures out. The family as well as the social relations are also getting much frustrated with the work from home syndrome, the fellow is physically there but is confined to the laptop, others are unable to communicate anything.
You have rightly highlighted on the need for being disconnected and the employers need to deal with this crisis the employees are facing.

I totally agree after working hour there should not be call from office. It is stressful. I am an employer and I do take care not to disturb employees after office hour yes in emergency some time need arise to call them but only in emergency. Sometime my client call after office hour or employee also call me after office or before office hours and some time on Sunday which is very irritating. My one of friend who is national head in a reputed company working every day for 18 hours sometime no Sunday resulting he is on bed . So I feel we should draw a line.

Disconnecting from work after working hours is a need of the hour. Here we need to create a win-win situation for both Employee and Employer. We need more such kind of laws to ensure work-life balance of the workforce. Organizations need to understand that it is the quality of work that matters and not the the hours of work. Post pandemic many companies are focusing on employee health and well-being, this kind of laws support such initiatives. Rightly pointed out employees must have the right to disconnect after working hours.
