I want to change the payroll cycle from 1st to 30th to 25th to 24th. please suggest what are the points to take care of.

There is no change in the process except the payroll input collection.

1. Instruct all departments and employees to furnish the leave and attendance regularizations before 26th of the current month
2. Give special attention to the data for those who joins and for final settlement cases
3. Please do not allow managers to hold applications for review (leave, attendance, overtime etc)

Besides the above suggestion, I suggest, precaution to be taken care in case of any resistance from workmen. As long as the changes effected, go smooth, without any resistance, you are successful in implementing the change.

Under Section 9 of the Industrial Disputes Act, there is a restriction / precaution to be taken care of, which reads as follows:-

“No employer, who proposes to effect any change in the conditions of service applicable to any workman in respect of any matter specified in the Fourth Schedule, shall effect such change,-
(a) without giving to the workmen likely to be affected by such change a notice in the prescribed manner of the nature of the change proposed to be effected; or
(b) Within twenty-one days of giving such notice: “

In implementing this, in the first month there will be payment for only 25 days, in the subsequent months it will be full pay. To make the proposal look attractive, in case you are paying salary on the 1st of next month you may consider shifting it to the last day of the month. This will help you to win over the unions too, and can be implemented straight away with the agreement with the unions.
