Is R&D centre can be registered as FActory as as to run under Shop&Estt act.

Dear patrons.,
I need a clarification that an Electronic R&D centre should be registered as a Factory.
at present it was registered as per Shobs&Establishments act / rules and running.
There is no manufacturing process.
