Through your query it is not cleared do you want terms for issuing Appointment Letter (where candidate has been selected) or you need specific terms for recruitment process.

Generally the Appointment Letter is same for all employees in which standard clauses are mentioned. You just need to mention employee credentials, Dept., Reporting Manager, CTC etc.

In case of terms for recruitment process you can include the below points:-

1. Negotiation skills (Core part for Purchase Manager).
2. Knowledge of the Industry, Technical, related material etc.
3. Vendor database (how many vendors he know or listed in his database).
4. Vendor Management Process (Vendor Registrations, PO, Billing, Pymt etc.).
5. Procurement Reporting Skills (on basis of Project, Material, Location, Branches, Monthly, Annual etc.).
6. Team Leadership for the junior staff (since it is for Purchase Manager).
7. Co-ordination (Between Finance-Vendor, Vendor-Site, Vendor-Junior Team, Finance-Junior Team etc. etc.)
8. Govt Rules (Current and previous Taxes, Transportation, Logistics, Storage., Statutory etc.).
9. Compatibility for Ethics Value and Honesty.

You canít include all the above points in recruitment process, but while making final selection it is advisable the person should posses all or most of above qualities.
