You can very well insist that every employee must get vaccinated because it is a matter of safety of the other workers. The government has ordered its own employees to be compulsorily vaccinated (eg. all election duty staff taken from various departments had to be vaccinated and they did not have a choice.)
Many companies are making vaccination compulsory.
But speak to a labour lawyer to make sure you are prepared for the legal challenges

Resistance to vaccination can be broken by gentle persuasion and example.

Kuldeep Kumar ChauhanThough by now when I am posting this suggestive response, the issue raised by you might have already mitigated to great extent but yet from my own learning and practice I would like to share the following for COVID vaccination to staff:
1) Vaccination program has to be lead and monitored from the top with example.
2) Special camps may be arranged at / nearby workplace.
3) Acknowledgement badge ( I AM VACCINATED) may be given to those who got vaccinated.
4) Persuasive communications to all by electronic means for vaccination.
5) Each following day list of vaccinated staff may be displayed on electronic notice boards/social media with encouragement notes/ compliments.

Soni1501We have asked all to get vaccinated as this is not only for their own safety but their near and dear ones in Office or at Home. Also, we have reimbursed 100% of all vaccination fees. And, on the common mail thread asked everyone to share their vaccination certificates, so when almost 70-80% responded so the remaining also got motivated by themselves.
