Sample Letters for increment of salary for a Group of contractual employees?

I would like to get a sample salary increment letter writing as a group of contractual employees working under a government sector for last two years with no increment. We would like to address it to the Managing Director of the company. Please help.

Hello, i am HR in Pvt Ltd Company we hire some consultant or contractor in our company. my question we did not give salary slip because they are not our employees we deduct their TDS . can we gave any experience certificate to those consultant / contractor and Will it be correct that we mention about basic and TDS deduction in that letter?
