Instead raising the query if you put some efforts to find the solution, you must got it.

Framing HR Policy depends upon various factors (Size of Company, No. & Nature of Employees, Wages Structure, Company Budget, Turnover, Profitability etc.).

Moreover, there could be n No. of factors/procedures to implement those policies. Hence Consultant's services is taken for successful implementation of the policies.
