Hi, My Organization doesn't pay leave encashment. So i have resigned from the organization, need to know whether I can utilize my leave during my notice period. If yes, is there any clause or section mention in labour law?

An employee can take leave during notice period, provided it is for a genuine reason like maternity, health issues, etc. but During Notice period, most of the company will restrict employees to take leave as you may need to hand over your task/work to next person who is replacing you. What you can do is, take 1–2 days leave and save what ever leave you have.
During your final settlement, if you have you leave say (20–30) or what ever number of days you have. You will be paid for the same. Max 30 days PL amount will be paid to employee. So Sometime not taking leave helps.
