You need to mention about the Vision & Mission of the organisation & its HR function, organisational structure, recruitment policy, promotion policy, transfer, disciplinary action & punishments, welfare measures, wage structure, other allowances etc.

That's good. However those are basic policies. Would suggest , you discuss with the management and frame some lucrative policies which should attract employees.
Pertaining to your domain, may be you can think on overtime working policy, Shift working policy,Compensatory off with wages , Reward & recognition policy for star performers.
