Clients are saying we need to maintain a hard copy of compliance registers for 100 manpower - Is it true?

Dear All, We are having many sites. Where around 100 manpower is there in each site. Clients are saying we need to maintain a hard copy of compliance registers. Clients are saying a minimum of 1000 manpower is needed for a soft copy of all compliance. Can we maintain all compliance in software for 100 manpower? maintaining a hard copy is a very tough job. Is it true? Benevolent guide.
