TN Shops & Establishment act - employee has completed a year with our organization, should we give him all the 12 PL immediately?

I want to clarify regarding PL, My organization is in Chennai & we follow Tamilnadu Shop & Establishment act. An employee has completed a year with our organization, should we give him all the 12 PL immediately or it gets accrued in the next subsequent 12 months which is one for each month.
