Hi Please support me by clarifying my below queries -

1. We two partners are planning to start new HR manpower consultancy in Andhra Pradesh under joint proprietorship without even a single employee, planning to support manpower across nation to my corporate clients under vendor agreement....................
a) Do I have to apply for a labor license from AP state government, even then we do not have employees in our new start up placement consultancy for which we are availing Andhra state shops & establishments act registration under joint partnership proprietorship ?
b) Do I have to apply for GST registered certificate, even then my new start up company will not make annual turnover more than 10 lacks?
c) Do I have to apply for MSME registration - is our placement consultancy of manpower service provider is applicable for MSME?
d) How much service tax% we need to charge - when we raise invoice from our corporate clients? or else % of tax depends on invoice amount raised?

1) partnership and proprietorship both are different, in proprietorship the only one person is sole proprietor, and all activities are his/ her own responsibility, whereas partnership is a FIRM or LLP or sometimes a Pvt ltd company, please take guidance with your nearest CA in this regard
a) HR and manpower recruitment/ placement both are different activity
b) GST is optional, below 40 lacs of Gross turnover
c) MSME is not applicable unless there is some manufacturing or goods processing is done at your place. however shop and establishment registration would be needed
d) service tax is abolished and now it is clubbed with GST with 18% slab payable to GOI
