Scenario II: Company ABC is in the implemented area and has got ESI code, Company has contracted for service with 30 individuals who are working on their own, out of which 15 are in the implemented area and 15 are in non implemented area - which individuals to be covered under ESI?

Query not clear. Whether Company has engaged a contractor and are 30 individuals working
under the contractor? Else whether company appointed them directly on fixed term contract employment?
