I recently started working for a manufacturing company (2 days ago) and found there are no policies and procedures in play and also found that because there has never been an HR manager, the HR office is run by the Finance Manager who does not understand how the HR department is to be run, nor does she want to receive input from our HR office, which in the last 10 months alone has produced a turn over of (to my knowledge) 10% in the HR department alone. The organization is going to be terminating 90% of its employees in the next week. How do I go about in addressing these matters to her without her trying to bite my head off as I am trying to put right the HR office? I am only the HR officer without a manager to direct me to the company.
