Not necessarily the Director.If the Appointment order was issued by say GM then GM can initiate disciplinary action.If that Authority is non existent an equal authority.

My point is that if somebody is working w/o appmt.Letter but casually if anybody as director or manager wants to terminate what the legal help for him/her to take and how she/he could be saved from such act by the management.
Is there any specific rule or suggest.
