We have staff of about 300 employees and without any discrimination we want to accomdate our employees.
Please let me know the right procedure how to make equal and satisfactory arrangements for them, also let me know the rules to follow while providing them their accomdations.

Your post is not much clear as to what procedure you are asking about. The questions are is this accommodation arrangement temporary for few days or permanent till the employee is in job? Are they staying with their family?
While clarifying rules of the accommodation - you need to make clear to your employees on -
1. The rent they have to pay - it may be subsidized or partial
2. Documents they need to submit
3. Any additional Facilities that company is providing (Cook, Watchman, Furniture items etc.)

As already said your query is not clear, hence your query requires to elaborated. However, following are some of the points involved -
i) Whether you have your own accommodation or you are planning to hire the accommodation for employees.
ii) To accommodate 300 employees you require a huge set up with different category of accommodation, such as, 'bachelor accommodation' and 'family accommodation'. Then you need different types of accommodation as per the status, level and rank of employees.
iii) On providing accommodation, HRA allowed to employees, if any will get discontinued.
iv) Fixing of subsidised rate for the accommodation as rent charges
v) A full-fledged department to maintain such a huge structure and allotting accommodation as per the Allotment Rules.
vi) Constitution of a committee for recommending allotment as per seniority / merit of the employees.
viii) Framing of guidelines specifying different types of accommodation, entitlement and procedure of allotment etc.
ix) Fixing of charges towards electricity / water supply etc.
x) In short, it's a gigantic task and requires a separate department to cater to the day-to-day requirements and supervision of the structure, staff and all allied services, including sanitary, security and maintenance etc.

We have seprate facilities for bachelor and family accomdations . I am asking about what rules i must follow to accomdate them. like eg. a staff personal has own house of him near the company hardly 2 kms away but now he want to wants to reside in company quaters ,what he is doing is that he gave his house own rent and wants to live in company quaters and he is giving reasons like he get late for the work by this up down from.
What i need to know is this is he right to do so ?
Also i have just started my career as a HR , and my company has more queries like this so plzz help me with this so that i can make manage them efficiently.
pass on some reference , books, so that my queries are sorted out.

Salary structure consists of many components, such as, Basic, DA, Cafeteria Allowance, Conveyance Reimbursement etc and one of the components is HRA. However, these components may vary from company to company.
HRA is allowed to employees for meeting the accommodation expenses. If you allow company's accommodation in that case one is not entitled to get HRA. Moreover, the Company also levies certain amount of charges towards providing the accommodation.
Here, the question is do you have sufficient number of quarters to meet the requirement of all staff members? If so, there needs to have some sort of uniformity in implementing the rules among all employees.
A balance approach is required to be followed in allotment of quarters and levying charges etc.

I think your query is more about how to handle that official who has given his house on rent. If it is so, making a proper policy considering all such situation will help. When you have a proper policy, you can pinpoint at the policy and everyone will follow that.
In my opinion, talk to the official politely but firmly. If not, bring to the attention of management. Then design a proper policy about accommodation considering all such situations. You will get sample policy on this cite. Click on the search button.

Have seen your posts.
Allotment of company quarters shall be depending upon certain criteria, to be laid down by your company management.
That is to say, staff who belong from other States should be given an over-riding priority.
Secondly, staff from other districts of your State shall be given priority. Similarly those who are
seniors (age-wise, rank-wise, service-wise) shall have to be considered.
As mentioned in your post, staff personnel who is having house just 2 kms away from your company, need not be given any priority, as 2 kms is only a walking distance. But you can keep his request, and after completion of allotment of quarters to all eligible staff, and if some apartments are left unoccupied, you can consider such requests.
