Praising your entrepreneurship spirit - I want to thank you for staying positive in these times. Corporate shame is at its peak these days and everyone seems to be in a hurry to just cull headcount. This is not a good practice and will not render any benefits to such Organizations.
Yes, this is the right time to start preparing for the launch of your HR Consulting Initiative, as a surge in hiring is anticipated in the next quarter. Please seek licenses, registrations, documentation and legal filed in one place so that there are no bottlenecks at the end.
Client acquisition may be attempted after this stage as clients insist on utmost compliances.
Stay positive - give employment to the needy resouces - and shine well in the recruitment market.

For a freelancer, it's the right time as we all know nowadays the companies are reducing their permanent/full-time employees so she has a bright chance to get good opportunities. also for freelance work/projects she can approach some of the consultancies like HA'YA (www.haya.co.in) or else.
