Dear Hrisha,
You can write a letter on your own stating that due to unavoidable reasons or over look you missed to file the returns on time and file it now.
Enclose the returns and the covering letter stating the reasons.

Besides the above answers, you can also add one line in the covering letter that "delay in submitting the returns may kindly be condoned"
Internal Committee Annual Report for Calendar Year 2019 ( and or preceding Calendar Years 2013
onwards) Is to be File by the Internal Committee (under Signature of the IC Presiding Officer)
under Section-21 of the Sexual Harassment of Woman at Workplace (Prevention, Prohibition & Redressal) Act 2013.
The Data & Details to be included in the IC Annual Report be as Prescribed under Rule -14 of the Sexual Harassment of Woman at Workplace (Prevention, Prohibition & Redressal) Rules 2013 gazetted on 9.12.2013.
Delay/ Non-Timely Filing of the said Annual Report amounts to Non-Compliance with the Provisions, hence the DO concerned sought" Explanation". Being Truthful in Compliance Domain is Expedient, hence you may State the Actual/Real Reason for Delay and Let the Monitoring Authority tak " an appropriate call".
