How to frame Job Rotation in a multinational manufacturing organization?

Hi All, I am trying to implement job rotation in a multinational manufacturing organization.
I am currently working on a Job rotation policy/procedure, for permanent one.
Pls help me frame permanent policy. I would be very grateful if you helped.
