It depends on the size of your organization i.e. how many employees you employ. Please also let me know whether you employ employees through contractors.

Our organisation size 100+ employees . Can we submit any letter to labor department for maintaining details in soft copy ?
All our employees are permanent employees at present no employee under contract

Yes, you can maintain records electronically after obtaining permission from Labour Department. However, the proforma and columns in soft copy should be same as are mandated by respective legislation. If you need any opinion under any specific Act, then raise specific query.
