This is necessary to make sure that the management team of the company and HR will act in unison relative to any misbehavior that might happen within the company. The handbook provides a clear information and guideline to employees relative to the "conditions of their employment" and the action that the company nd its management team may take should there be breach relative to the policies that it has issued relative to work attendance, relationships with colleagues, and performance of work.
