I had been on temporary job as faculty from November 2012 to October 2018 on yearly renewable contract with a govt agency and my contract was not renewed or any termination letter was issued. I had just stopped attending duties from the completion of contract Since then it has been nearly one year when they issued a memorandum on 14/10/2019 for clarification of my certificate. Can their memorandum be legally justified ?

You have not mentioned if you have been given any offer letter,and subsequent renewal of the term etc.
As far as they have not issued such letters and written communication has not been traversed in between you both this latest letter on certificates stands invalid.
