One of my friends said that in his current organisation, it is mandatory to complete 6 days working for a weekly off (WHEREAS EVERY SUNDAY IS FIXED OFF) else the salary will be deducted from the employee for example:
During the last month (September, 2019) total number of days was 30, including 5 Sundays (Working days are 25). The rule of the company is, if you work for 24 days then you will get 5 week off that means you are eligible for 4week off then you will be eligible for 5th week off and you will be paid 24days (working day) + 5 week off but if you take 2 days off then the working day would be 23 then the employee will be paid for 23days (working day + 3 week off) as he has not is not eligible for 4th week off.
Is this system legal?

It is not legal. Whether it is a private/public limited company or proprietorship company? Employer is bound to follow statutory rules.
This issue can be addressed to Labour Inspector /Asst Labour Inspector of the particular jurisdiction.
