Law provides leave to employees and office have to cater that leave has to be given to employees.Only reaosn to reject leave could be sudden emergency in office work or sudden load.In such cases manager needs to explain and motivate the employee to happily change his leave date.
Handling leave applications in timely manner is key to happy and motivated employee.
Managers need to keep standby for jobs and in case one goes at least emergency work on the person on leave can be done.
So managers need to balance out office requirement and personal need while considering leave applications.He is not empowered to summarily reject or demand change in leave dates.
