Hr should get the privilige as the management receives or he/she should get the privilige as the normal co-employees. Because as a HR I faced a problem in my Company. I only made a rule that 9am is the Office timings and 9:15 am would be the grace period. The employees can be given chance to come 3times late in a month that is after 9:15am. More than 3 times half day salary would be deducted. As I was 11 times Late as 9:20am, 9:18 am like that 5 or 10 minutes late. But they deducted my 6 days Salary.I dont understand is it fair or not, Please give me reply

The deduction is more than fair.
you were 11 time s late and only three times exception was permitted, so they should have cut 8 days half pay salary for you also.Please be clear rules are applicable for all.HR has no such special exemption that timings are not for them, it it is only for other employees.
You have made a rule and you are equally duty bound to follow it.
Even management has to follow timings, probably the CEO or Board of Directors need not follow it a s they have other duties also. and timing flexibility is good for high officials.
What is Best HR practice as per your definition ??
If I steal no problem but others should not
If I misbehave no problem but others should not
If I am late no problem but others should not
If I am irresponsible/careless/lethargic etc., no problem but others should not
Come on Guys grow up and be an example to others.
In my company the Board of Directors/CEO punch their card on time, they leave late often but their in time is 0900 hours and that too in Delhi Metro. If by chance they need a meeting to be attended outside their offices their secretaries are well informed about the same, so that in their absence works are not hampered as some other person will be officiating their other works. Seeing them we never dare to come late or give excuses as we all are designated professionals and we are responsible for all our deeds, someone has truly said its not that you are paid for your working hours but are paid for which you are been hired for
