It depends on Organization requirement. Ideally speaking around 4 HR personnel would be sufficient including Head HR.

1. What category of registration (depending on your operations)-factory or shops & commercial estt. This is regd as if it's a factory there needs to be statutory positions under the Factory Act/rules. Are you classified either of this MSME?
2. What type of attendance recording systems in place in your establishment
3. Where is your HO located, Do you have any other branch elsewhere?
4. Any Employees' Union got regd. by your office?
5. How many women employees in your units ?
6. What could be your size of business in terms of volume, turnover?
