For an employee with Rs 9000, as salary per month, you should pay salary as per minimum wages notification of the state. If ice cream manufacturing is not a scheduled industry in Tamil Nadu, you can take the similar industry like Food processing or like and decide the basic pay and DA. You need not pay HRA as a mandatory component of salary.
There is a tendency among the employers to pay heavy HRA after the outcome of verdict which explained the basic wages for PF contribution. You can pay any amount as HRA to highly paid employeesbut do not restructure the pay of employees at bottom level who are paid bare minimum wages.

TN Govt has clearly notified Minimum Wages for Ice Cream Manufacture in 2014 (GO copy attached) which shall be followed.
