Can we transfer factory premises under shop and establishment in Gujarat?

Whenever a premises becomes devoid of any manufacturing process, it ceases to be a "factory" as defined u/s 2(m) of the Factories Act,1948 not withstanding its registration. In such a situation, you can surrender the licence and use the place for any other activity.
