Setting targets is a small part of the business plan. However, the major portion of the business plan belongs to understanding the market, understanding the customers, understanding the competitors etc. Have you done that?
I ask these questions because I provide consulting services on the preparation of the business plan.

Thank you for your reply, we value your inputs.
Our niche is FMCG industry and it is the 4th largest sector in Indian Economy. Well to be honest we haven't done an in-dept research about this sector but it is set to grow between 12-13%.
I think I put my question in a wrong way. What we wanted to know is how to measure growth of a new recruitment firm. What is the minimum amount of mandates a firm should have with 2-3 recruiters? How much revenue should be generated on an average every month? Any inputs with regards to the above questions would be highly appreciated.
