An employee has been suspended on account of a criminal proceedings against him. On completion of the inquiry, the employee was acquitted from the charges but in departmental inquiry, the charges were established and punishment order of reduction of basic Pay was issued. the period of suspension was treated as period spent on duty. In such case following allowances which are based on actual attendance of the employee is payable or not:
1. Transport/ Conveyance Allowance
2. Canteen Subsidy

Punishment Order from the Employer shall come into effect, Not Retrospectively but from the Date of the said Order.
As far as Allowances and or Canteen subsidy is concerned, it has to be in accordance with Provisions of Service Rules or Certified Standing Orders, as the case may be i.e. Fair, Proper and Just.
