Currently, Contractors are providing Identity Cards to their Workmen as per Contract Labour Act'1970 since, our industry are under the preview of Central Govt & Regional Labour Commissioner (C) are issuing Labour Contract to them. Now the State Govt (Himachal Pradesh) has advised them to issue Identity Cards to their Workmen under the Minimum Wages Act'1948 also.
Please advise on the above matter.

who is the Principal Employer? Even if the Central Govt is the appropriate government under Contract Labour (R & A) Act, and you have taken licence from Regional Labour Commissioner(Central) State Govt may be appropriate govt under M W Act. Issuance of Employment card under C L ( R&A) Central Rules and issue of wage slips under M W Act is different.

First see whether state Govt. is the appropriate Govt. in your case under Minimum Wages Act, 1948. It has been observed that in case of Motor Transport Employees there are rules relating to issue of Cards relating to reporting & relieving time etc. which can not be stated to to be the Identity Card. Plz go through your state Minimum Wages Rules in this regard to find out the answer of your query. In the state of Haryana & Punjab where Punjab Minimum Wages Rules, 1950 applies we have Rules 26A on issue of Cards ( Form XII) to Motor Transport Employees.
