Payment of wages for the work done on national or festival holiday - (1 day wage + holiday wage) or (twice the wage + holiday wage)?

If a workers work on any national holiday (e.g January 26), with the permission of concerned legal department, as per the Tamilnadu national and fetival holiday act he/she is entitled to pay twice the wage for the day. Does this twice means (1 day wage + holiday wage) or (twice the wage + holiday wage).

Dear Frined, For Ex : Just assume you are paying XYZ person a 10,000 salary, then his per day salary 10,000/31 or 30 i.e 323,for Jan 26 calculation is 323*2=646 is payable.
