As per EPFO guidelines: For PF 10% rate is applicable for
 Any establishment in which less than 20 employees are employed.
But PF Act says that its applicable only if employee strength is 20 or more. Which one of them is true.

EPF is mandatory if the establishment has 20 or more employees in any month in past, and for such establishments the date of coverage is calculated with effect of that month when the strength had been reached / exceeded 20, and contribution is payable from that date
However, if the establishment want to register voluntarily then they can do it, and subject to verification of the fact that the establishment never crossed the requisite manpower strength" the department issues section 10 code number, which is 10% contribution, but as soon as the strength exceeds 20 the contribution is auto changed 12% ......
10% contribution establishments are always in scanner of department, for manpower strength
