You need to explain the reason as to why you want to resign and why you feel the training is not good at least for you. Put it in simple and plain words as to why you think you cannot move forward without mentioning about the payment of the bond amount at this stage. Also make sure as to what would be your strategy if they are willing to be flexible on the training part or change it the way you prefer. Think on those lines and get ready to answer before shooting them an email. Of course if they accept and do not change you may think of the next step as you move forward.
Thanks and Regards

Think twice before taking a decision. 15 months is a short period and opportunities are galore for the talented. Training gives new ideas, enhance our job knowledge and the employer will spends on training.
