How to communicate "EMPLOYEE OF THE MONTH PROGRAM" to employees. i.e rules ,eligibility and indicators .

Formal mass email communication to all employees concerned can be fast way to introduce "Employee of the month" program.
Indicators can be performance, attendance, punctuality, equality, team assist, innovation or behavior, etc.

Dear Harshini,
Akash has given the indicators for the employee of the month. Add one more in it and that is "Customer Satisfaction".
Secondly, "Innovation" is good but then "Idea for the Cost Reduction" is also an important indicator. I say so because "Innovation" is adding value to the existing product or process. But then cost reduction be achieved even without adding value.
