Salary Rs.6423 - Management insist me to deduct PF value from their salary. Is it correct or not?

In my new organization there are few employees working for monthly salary Rs:6423/-
I don't know either I shall take them all to under coverages of Epfo scheme or not? Management insist me to deduct PF value from their salary. Is it correct or not?

all employees below 15000/- has to be covered

Even they may have to be under ESIC coverage. Are Minimum wages being paid?

Deduct PF from the wages is being disbursed. Is the wages paid at par with minimum rate of wages?
