If a husband goes to abroad for onsite project. Doesnt he require an NOC from me to go abroad.

What is the context of your query? You could have given background information while raising this query?
While your husband has a professional relationship with his employer, your relationship with him is personal. In what way these two are connected?
Is your husband employee or runs his own business? Why do you feel that he needs to take NOC from you?
Yes, spouses dictate the terms but then extending this dictation even to the employer is unheard of. His employer is running a business and while doing so, they have to abide by so many rules, regulations, laws, whims and fancies of the government officials and so on. If the employees are sent abroad with the consent from their spouse then it will be impossible to run a business.
In general, asking such NOC is illogical unless there are compelling grounds.

I'm in complete agreement with the above view of Mr Dinesh.
After marriage both the husband and wife are most committed to each other and at the bottom of this mutual commitment lies the harmony of their relationship marked by the acceptance of individual differences and adjustment of certain personal inconveniences so as to enable the other being successful in his /her social life.
