PF withdrawal process - eligible only to withdraw employer and employee share and not pension contribution?

Employee left organisation in 4 month so he is eligible only to withdraw employer and employee share and not pension contribution , so what happen with that not withdrawal pension contribution further?

contribution less than 6 month claims are not accepted
EPF share is accumulated in UAN and would be added to next establishment joining, but the employee has to produce the UAN for linking, under same UAN new employer will continue
