The SOP can be prepared only by a tech.team who are well versed with the entire operating cycle, line machinery installed, facilities in-house, out sourced, other support services required in the process etc.
There is no possibility of a common check-list suitable to every requirement of all your various departments. Are you duty bound to prepare check-lists to every dept. you have listed out in your above post? In order to have a realistic and effective check list to suit every production operations/plant/shop floor, mixing, godowns and 4 stairs you have to go by your flow chart based on which only check-list can be prepared.
