Minimum Wages as per Central Sphere would be ideal choice also rates are usually higher compared to state sphere. However, Defence sector may have country wide policy on this front. Pl.check that out for the simple reason that one unit in one state shouldn't follow differently compared to units in other states. If there a uniform policy throughout the country it should suffice.
