Personnel Management has been founded by Robert Owen in the early 18's and HRM by George Elton Mayo in the early 19's.
Personnel Management mostly emphasized personnel and resource administration.
HRM is organized and updated form of Personnel Management which includes systematic and strategic approach of HR Operations like HR Administration, Recruitment and selection, Compensations and benefits, ER & IR, General Administration and on the side of OD it describes HR Planning, L & D, PMS & policy implementation and so on.

Earlier, Personnel Dept was, generally created by Employers to attend to and take care of Employee Welfare, Safety, Health, Working Conditions, Recruitment Procees which tended to be mor of Transactional Activities barring Pioneer Organizations like Tata Steel and few others who Valued the Human Intelligence and Energy from the very Beginning and Sponsered Schemes to Channelize them.
Gradually, rest of the Employers ould have started acknowledging the "Contributions " of and by "the People" in CeatingWealth and Wellbeingof all the Stakeholders wherafter rather than treating theme as mere "Workforce", new phase of "Transformation"/ "Transitional" Focus evolved. People's Empowerment, Greater Engagement followed where the Human Beings Began and were allowed to Use Greater Commitment, Communication, Creativity, Greater Discretion and the like happened.
