You can prepare sheet what is the HR recruiter role in your company. Eg. Job posting, Screen incoming resumes and application forms ,Daily calls to candidates,Shortlisted candidates, First round interview.
For the Payroll it will cover Employee Records and If any statutory compliance's, Leaves, Appraisal it depends on which responsibilities you given to recruiter and payroll person.
KRA measurement can be define on the basis of work you allotted. If you can share.
