Dear Sir,
Please help me to know whether we can hire gardener and workers for unloading by simply executing agreement or we have to employ them by giving all the benefits under Labour Laws.

Its better to engage after providing all benefits under labour law else in case of any govt inspection you certainly need to pay along with arrears.

I suggest you hire them through an agency or a contractor; and let the agency be responsible for taking care of the compliance and benefits as per Labor laws.
