This is the bane of administration of labour laws in India. Exploitation, disinformation & inadequate implementation of acts & rules in letter & spirit are the order of the day, not only today but for ages. No difference in this respect during colonial period and today. No sector could be singled out, both govt/quasi govt and private sector all are culprits. India due a revolution, that is the solution.
