Various Indian Universities offer PhD programme subject to specific set of rules. Typically 55% fro PG would be the cut off mark. However this could vary
Most prominent universities offer PhD programme. University of Rajasthan also offers it and suggest to check the university portal for details https://www.uniraj.ac.in/index.php?mid=2201
For research programme, there is no age restriction but to get JRF, there is.
If you have knowledge and passion towards research in a particular area, experience in that area is not a prerequisite but experience would be an added advantage.
