We don’t have any employee who covered under Pf , we have only admin charges - how to file - with ECR file or without ECR upload?
establishment is not closed down but not filing ECR stating that establishment does not have any employee liable to pay EPF :)
i.e the establishment has excluded the employees over 15000/- a very genuine case for inspection, as the EPFO covered establishment has no option but to include the employee under EPFO, and deduct the contribution of employees + add his own contribution + admin charge + EDLI and submit to EPF every month ,
it has been found in most inspection that the employees made complant that employer was not willing to pay EPF facility to employees.
if the employee (who are getting paid over 15000/- towards basic +DA) submit the form 11 duly completed specially mentioning that he /she has no previous UAN or EPF number and declares that he is not willing to participate in EPF , those may be excluded but at the time of inspection such employees declaration is subject to scrutiny, and if found that declaration was made in pressure from employer then employer is penalized
the employees who are below 15000/- towards basic +DA are mandatory to be covered and participate

You have to pay contribution to admin charges for 75 Rs
Select 'DIRECT CHALLAN' click on "CHALLAN ENTRY" Select month and "Administrative/Inspection Charges Challan". Input 75Rs. under A/c 2.
