An employee passing racial comments on a community/group a workplace, i need to what action can be taken against her/him as an HR.

Please refer to the Acts of Misconduct illustrated in your Codified Servicve Rules or Certified Standing Orders and issue Charge-Sheet or Letter of Explaantion to the delinquent Employee, and conduct Inquiry as per laid down Procedure afters/he submit written Explanantion to the charges/allegations leveled againt him/her.
Such act of Misconduct are Indescent , riotour act of Moral Turpitude, Unwelcome and also to be treated as Violation of the Fundamental Right of the Individual so subjected to.
In any case, any Act Unworthy of Employment amounts to Act of Misconduct for which the concerned delinquent Employed Person is liable to Disciplinary Action.

Suggest get a preliminary inquiry done and in case proof emerges of this misconduct, fire him--am sure there must be a clause to this effect under Dismissal Clause in appointment letter.
If such clause does not exist --follow procedure outlined in Standing Order

Dear Colleague,
To proceed against such workman, the aggrieved persons need to make written complaint giving date, time and what racist comments made. After this ,call the worker and confront him with the complaint and hear him out to know his story. Initially, if he is wrong, give mild verbal warning and advise him to refrain from repeating.
If he still continues with it, issue show cause notice, and take strict action after the domestic enquiry.
